Omschrijving

Wij zijn voor een onafhankelijke organisatie in het publieke domein op zoek naar een Secretaris van de Adviesraad. De organisatie fungeert als onafhankelijk adviesplatform en kennismotor voor cultuurbeleid binnen een grote gemeente. De secretaris vervult een centrale rol in de ondersteuning van de adviesraad en opereert op het snijvlak van strategie, bestuur en beleid. In deze opdracht ben je verantwoordelijk voor de inhoudelijke en procesmatige regie van adviestrajecten. Je bewaakt de kwaliteit van adviezen, ondersteunt de bestuurlijke besluitvorming en geeft operationeel leiding aan een compact bureau. Daarnaast fungeer je als strategische sparringpartner van de voorzitter en draag je bij aan de positionering en impact van de adviesraad binnen het publieke domein.

Taken en verantwoordelijkheden

  • Regisseren, ontwerpen, plannen en bewaken van adviestrajecten.
  • Coördineren van zowel gevraagde als ongevraagde adviezen.
  • Monitoren van politieke en maatschappelijke ontwikkelingen en vertalen naar strategische advieskansen.
  • Zorgen voor kwalitatief hoogwaardige, bestuurlijk bruikbare adviesnota’s.
  • Analyseren en samenbrengen van input van verschillende stakeholders, onderzoeken en beleidsinformatie.
  • Operationeel aansturen van een compact team van beleidsmedewerkers, onderzoekers en ondersteunende medewerkers.
  • Voorbereiden van bestuurlijke besluitvorming, begrotingen en contracten.
  • Fungeren als strategische rechterhand van de voorzitter.

Wat vragen wij?

Eisen:

  • Academisch werk- en denkniveau.
  • Aantoonbare ervaring in een strategische, adviserende of vergelijkbare functie binnen een politiek-bestuurlijke omgeving.
  • Grondige kennis van gemeentelijke beleids- en begrotingscycli.
  • Ervaring met bestuurlijke advisering en complexe besluitvormingsprocessen.
  • Uitstekende schriftelijke vaardigheden en ervaring met het opstellen van beleids- en adviesdocumenten.
  • Sterk analytisch vermogen en het vermogen om complexe vraagstukken te vertalen naar heldere beleidsconclusies.

Aanvullende wensen:

  • Kennis van en affiniteit met het culturele domein.
  • Ervaring met het verbinden van uiteenlopende stakeholders en belangen.
  • Ervaring met het ontwikkelen van strategische adviezen in een maatschappelijke context.
  • Inzicht in de dynamiek tussen formele organisaties en informele netwerken.
