Omschrijving

Wij zijn op zoek naar een Beleidsadviseur Data, Systemen en Economie voor een onafhankelijke organisatie binnen de culturele sector. Deze organisatie ondersteunt een adviesraad die het gemeentebestuur en de gemeenteraad adviseert over ontwikkelingen, knelpunten en kansen binnen het culturele domein.

Als Beleidsadviseur Data, Systemen en Economie vervul je een sleutelrol binnen het ambtelijk bureau en fungeer je als de inhoudelijke kennisbron op het gebied van data, onderzoek, financiering en systeemanalyse. Je draagt bij aan zowel gevraagde als ongevraagde beleidsadviezen en zorgt voor een stevige kwantitatieve onderbouwing van beleidsvraagstukken. Daarmee lever je een belangrijke bijdrage aan de positie van de organisatie als kenniscentrum voor de culturele sector.

Taken en verantwoordelijkheden

  • Uitvoeren van kwalitatief en kwantitatief onderzoek ten behoeve van beleids- en adviesvraagstukken.
  • Verzamelen, analyseren en monitoren van gegevens over cultuurparticipatie, publieksbereik en demografische ontwikkelingen.
  • Opbouwen van onderzoeksdossiers voor gevraagde en ongevraagde adviezen.
  • Vertalen van onderzoeksresultaten, bijeenkomsten en hoorzittingen naar heldere conceptadviezen en beleidsnotities.
  • Uitvoeren van financiële en macro-economische analyses binnen de culturele en creatieve sector.
  • Analyseren en doorrekenen van subsidiestromen, financieringsstructuren en arbeidsmarktontwikkelingen.
  • Onderzoeken van de effectiviteit van bestaande beleidsinstrumenten en verdeelmodellen.
  • Aandragen van alternatieve financierings- en ordeningsmodellen.
  • Inhoudelijk ondersteunen van werkgroepen, thematafels en commissies.

Wat vragen wij?

Eisen:

  • Afgeronde HBO- of WO-opleiding.
  • Ervaring met beleidsgericht onderzoek of beleidsmatige advisering binnen een politiek-bestuurlijke, publieke of maatschappelijke context.
  • Aantoonbare ervaring met kwantitatieve analyse en het werken met datasets, statistische informatie en begrotingen.
  • Uitstekende schriftelijke vaardigheden en het vermogen complexe informatie helder en beknopt te vertalen naar beleidsadviezen.
  • Sterk analytisch vermogen en een objectieve, onafhankelijke oordeelsvorming.

Aanvullende wensen:

  • Opleidingsachtergrond in bijvoorbeeld Beleidseconomie, Bestuurskunde, Sociale Geografie, Cultuurmanagement of een vergelijkbare richting.
  • Kennis van publieke financieringsstromen, cultuureconomie en subsidierechtelijke kaders.
  • Affiniteit met cultuurbeleid, de culturele sector en maatschappelijke vraagstukken.
  • Ervaring met financiële analyses en systeemanalyses binnen een publieke omgeving.
