Omschrijving

Wij zijn voor het Rijksinstituut voor Volksgezondheid en Milieu (RIVM) op zoek naar een ervaren Kwartiermaker Huisvesting & Facilitaire Exploitatie. Het RIVM bevindt zich in een belangrijke fase van de verhuizing van de locatie in Bilthoven naar het nieuwe pand op het Utrecht Science Park. In het kader van deze overgang wordt toegewerkt naar de exploitatiefase van een langjarige DBFMO-overeenkomst.

Als kwartiermaker speel je een sleutelrol in de voorbereiding en operationalisering van de exploitatieorganisatie. Je beweegt je op strategisch, tactisch en operationeel niveau tussen het RIVM en de contractpartner en zorgt ervoor dat de regieorganisatie optimaal is ingericht voor de overdracht naar de toekomstige exploitatiemanager.

Je werkt in een bestuurlijk en operationeel complexe omgeving waarin veranderende omstandigheden, stakeholdermanagement en contractsturing centraal staan. Het uiteindelijke doel is een regieorganisatie die het contract zelfstandig en met vertrouwen kan aansturen, waarbij interne en externe partijen samenwerken volgens het principe van één gezamenlijke missie.

Taken en verantwoordelijkheden

  • Je geeft dagelijks leiding aan het regieteam en zorgt voor de verdere inrichting van het team, de processen en de governance.
  • Je stuurt op de implementatie en operationalisering van de contractafspraken binnen de exploitatiefase van het DBFMO-contract.
  • Je geeft richting aan de verdere inrichting van contractmanagement, leveranciersmanagement en regievoering.
  • Je zorgt voor de borging van contractuitgangspunten binnen de regieorganisatie en bij contractbeheerders.
  • Je draagt bij aan de inrichting van facturatie-, verantwoordings- en controleprocessen.
  • Je richt de communicatie- en escalatiestructuur verder in en zorgt voor een effectieve samenwerking tussen interne en externe stakeholders.
  • Je stuurt op de naleving van contractafspraken en neemt het voortouw bij complexe dossiers en escalaties.
  • Je werkt nauw samen met programmamanagers en andere betrokken disciplines binnen het programma rondom de verhuizing van het RIVM.
  • Je draagt zorg voor een soepele overdracht van werkzaamheden aan de toekomstige exploitatiemanager van de regieorganisatie.

Wat vragen wij?

Eisen:

  • Je beschikt over wo werk- en denkniveau, bij voorkeur aangevuld met een afgeronde opleiding in projectmanagement, facilitair management of een vergelijkbare richting.
  • Je hebt aantoonbare ervaring met huisvesting, vastgoed en facilitaire dienstverlening.
  • Je hebt ruime ervaring met contractmanagement, leveranciersmanagement en complexe leveranciersrelaties.
  • Je beschikt over minimaal 15 jaar ervaring als eindverantwoordelijke binnen grootschalige transitie-, mobilisatie- of implementatieprojecten.
  • Je hebt ervaring met multiservicecontracten binnen facility management en/of DBFMO-contracten.

Aanvullende wensen:

  • Je hebt minimaal één traject succesvol begeleid waarbij meerdere facilitaire diensten zijn gemobiliseerd of overgedragen naar een nieuwe leverancier.
  • Je hebt ervaring met organisatie-inrichting en verandermanagement.
  • Je hebt kennis van en ervaring met facility management, housing management, vastgoed en huisvesting.
  • Je hebt ervaring met inkooptrajecten.
