1、清关体系建设：建立集团国际标快清关管理体系，制定全球统一的清关管理制度、操作规范（SOP）及业务标准；建立并持续完善清关操作流程，明确各国家清关职责分工及协同机制，推动全球清关业务标准化、规范化运行。 2、HS Code管理 ：建立集团HS Code管理体系，制定商品归类规则及维护机制；持续完善全球HS Code数据库，指导各国家规范商品归类，提升商品编码准确率，降低因归类错误导致的查验、退运及处罚风险。 3、关务政策管理：建立全球关务政策管理机制，持续收集、研究并更新各国家海关监管政策、进出口法规、税收政策及禁限寄要求；建立关务政策数据库及知识库，及时向各国家发布政策变化及风险提示，保障国际快件合规通关。 4、清关运营监控：统筹集团及各国家清关资源，建立报关行、清关代理、监管仓等合作资源管理机制；组织开展供应商评估、准入、考核及优化工作，持续提升清关资源保障能力及服务质量。 5、国家赋能：为各国家提供关务培训及业务支持

教育程度及专业要求：本科及以上学历，国际贸易、物流管理、海关管理相关专业 工作经验：5年以上国际物流关务经验 知识/技能要求："熟悉海关法规、HS Code分类 熟悉国际快件清关流程"
