Omschrijving

Wij zijn voor Omgevingsdienst Rivierenland (ODR) op zoek naar een ervaren Directeur Uitvoering. ODR zet zich samen met ruim 200 medewerkers in voor een prettige, veilige en duurzame leefomgeving in de regio Rivierenland. De organisatie werkt voor acht gemeenten en de provincie aan vergunningverlening, toezicht en handhaving (VTH), en adviseert daarnaast over onder andere milieu, energie, bouw, bodem, luchtkwaliteit en natuur.

Als Directeur Uitvoering maak je deel uit van het directieteam en speel je een sleutelrol in een belangrijke transitiefase. De organisatie werkt aan de verdere professionalisering van de dienstverlening, de implementatie van een nieuwe organisatiestructuur en de versterking van leiderschap, eigenaarschap en integraal samenwerken. Daarnaast hebben ontwikkelingen rondom de Omgevingswet, de Wet kwaliteitsborging voor het bouwen (Wkb) en de versterking van het VTH-stelsel een grote impact op de organisatie.

Je zorgt voor continuïteit binnen de uitvoeringsorganisatie, geeft richting aan organisatieontwikkeling en draagt bij aan de realisatie van strategische doelstellingen binnen een politiek-bestuurlijke omgeving.

Taken en verantwoordelijkheden

In deze rol:

  • Geef je integraal leiding aan de uitvoeringsorganisatie.
  • Zorg je voor continuïteit van de dienstverlening aan gemeenten, provincie en andere partners.
  • Bevorder je de samenwerking tussen vergunningverlening, toezicht, handhaving, specialistische advisering en bedrijfsvoering.
  • Lever je een actieve bijdrage aan de implementatie van de nieuwe organisatiestructuur.
  • Begeleid je organisatieontwikkelingen en verandertrajecten op een verbindende en zorgvuldige manier.
  • Adviseer je bestuur, directie en management over strategische vraagstukken.
  • Onderhoud je relaties met gemeenten, provincie, bestuurders en ketenpartners.
  • Stimuleer je leiderschap, eigenaarschap en samenwerking binnen de organisatie.
  • Zorg je voor een sterke verbinding tussen bestuurlijke, tactische en operationele processen.
  • Draag je bij aan de voortgang van strategische en organisatorische ontwikkelopgaven.

Wat vragen wij?

Eisen:

  • Je hebt een afgeronde hbo-bacheloropleiding of hoger.
  • Je hebt ervaring als (interim-)directeur, concernmanager of vergelijkbare eindverantwoordelijke leidinggevende binnen een overheidsorganisatie.
  • Je hebt aantoonbare ervaring met organisatieontwikkeling en verandertrajecten binnen een politiek-bestuurlijke omgeving.
  • Je hebt ervaring met het aansturen van omvangrijke uitvoeringsorganisaties binnen het publieke domein.
  • Je hebt recente ervaring met het aansturen van een publieke uitvoeringsorganisatie én hebt in de afgelopen twee jaar gewerkt binnen het omgevingsdienstendomein of een vergelijkbare bestuurlijk complexe uitvoeringsomgeving.

Aanvullende wensen:

  • Je hebt ervaring als Directeur Uitvoering of in een vergelijkbare eindverantwoordelijke managementfunctie.
  • Je hebt aantoonbare ervaring met organisatieontwikkeling en veranderopgaven binnen een publieke uitvoeringsorganisatie.
  • Je hebt kennis van en ervaring met bestuurlijke, organisatorische en maatschappelijke opgaven binnen het omgevingsdienstendomein, waaronder vergunningverlening, toezicht en handhaving (VTH) en regionale samenwerking.
