Omschrijving

Voor de gemeente Leidschendam-Voorburg zijn wij op zoek naar een ervaren interim Teamleider HR. De opdracht valt binnen het werkveld Bedrijfsvoering en heeft een tweeledig doel: het waarborgen van de continuïteit van de HR-dienstverlening en het realiseren van een afgebakende ontwikkelopgave voor de verdere professionalisering van de HR-functie. Je werkt zelfstandig, bepaalt je eigen aanpak en wordt beoordeeld op de vooraf afgesproken resultaten. Het HR-team telt circa 20 medewerkers, waaronder HR-adviseurs, medewerkers personeels- en salarisadministratie, een recruiter, een adviseur Leren & Ontwikkelen, een organisatieadviseur en een adviseur integriteit.

Taken en verantwoordelijkheden

  • Borgen van de continuïteit, kwaliteit en betrouwbaarheid van de HR-dienstverlening
  • Aanbrengen van heldere prioriteiten binnen de HR-opgaven en maken van afspraken over samenwerking en resultaten
  • Fungeren als specialistisch vraagbaak voor HR-adviseurs bij complexe arbeidsrechtelijke en organisatiebrede casuïstiek
  • Bewaken en waar mogelijk realiseren van de relevante doelstellingen uit het HR-jaarplan
  • Begeleiden van lopende aanbestedingen en implementaties, waaronder een nieuwe partner voor flexibele arbeid en een nieuw personeels- en salarissysteem
  • Leveren van specialistisch HR-advies aan de directie en afstemmen met het MT Bedrijfsvoering
  • Opstellen van een advies over de HR-visie, de positionering van HR binnen de gemeente en een toekomstgericht HR-dienstverleningsmodel

Wat vragen wij?

  • Minimaal 5 jaar leidinggevende werkervaring binnen HR bij een overheidsorganisatie
  • Afgeronde hbo-bacheloropleiding HRM, bedrijfskunde of vergelijkbaar
  • Beschikbaar per uiterlijk 18 november 2026 voor 28 tot 32 uur per week
  • Bij voorkeur ervaring als teammanager HR binnen een gemeente met aansturing van minimaal 15 medewerkers
  • Bij voorkeur ervaring met de aanbesteding en/of implementatie van een HR- of personeelssysteem binnen een gemeente
  • Bij voorkeur aantoonbare ervaring met strategische HR-ontwikkeling en organisatieverandering
  • Bij voorkeur een afgeronde opleiding in verandermanagement
  • Stevig en mensgericht leiderschap, besluitvaardig, organisatiesensitief en communicatief sterk

Informatie

Duur van de opdracht: november 2026 tot en met 31 maart 2027, met optie tot verlenging van 2 x 1 maand

Locatie: Leidschendam-Voorburg

Aantal uur per week: 28 tot 32 uur

Tarief: Rond € 100 per uur, inclusief reiskosten, exclusief BTW

Contractvorm: zzp of detachering
