Wij zijn voor de Rijksdienst voor Ondernemend Nederland (RVO) op zoek naar een Strategisch Financieel Adviseur IV Concerncontrol.

RVO werkt als publieke dienstverlener samen met duizenden ondernemers en publieke organisaties in Nederland en daarbuiten. De organisatie levert een belangrijke bijdrage aan maatschappelijke opgaven op het gebied van duurzaamheid, innovatie, digitalisering en economische ontwikkeling. Binnen Concern Control bestaat behoefte aan een ervaren adviseur die het management en de CFO ondersteunt bij complexe vraagstukken op het snijvlak van financiën, informatievoorziening (IV), strategische sturing en bedrijfsvoering.

In deze rol draag je bij aan de verdere professionalisering van de financiële en strategische sturing van de organisatie. Je zorgt voor meer samenhang tussen dienstverlening, financiën, IV en organisatieontwikkeling. Daarnaast help je bij het vertalen van strategische doelstellingen naar een uitvoerbare roadmap en een integraal portfolio van initiatieven, waarbij risico’s, investeringen, capaciteit en resultaten inzichtelijk worden gemaakt.

Je ontwikkelt scenario’s en handelingsperspectieven voor complexe vraagstukken en ondersteunt de directie bij het maken van strategische keuzes. Daarbij verbind je financiële en niet-financiële informatie en draag je bij aan de ontwikkeling van passende monitorings- en sturingsinstrumenten. Zo help je RVO om maatschappelijke ambities te realiseren met een effectieve, toekomstbestendige en financieel gezonde organisatie.

Taken en verantwoordelijkheden

  • Adviseren van directie en CFO over strategische financiële en bedrijfskundige vraagstukken.
  • Ontwikkelen van scenario’s en handelingsperspectieven voor complexe organisatievraagstukken.
  • Versterken van de samenhang tussen financiën, IV, dienstverlening en organisatieontwikkeling.
  • Verbeteren van de bekostigingssystematiek en financiële sturingsmechanismen.
  • Ontwikkelen van meerjarige financiële- en capaciteitssturing.
  • Inrichten van monitoring, evaluatie en rapportages voor strategische programma’s en investeringen.
  • Opzetten en versterken van kennis- en informatiestructuren voor bestuurlijke besluitvorming.
  • Vertalen van strategische ambities naar concrete roadmaps, portfoliokeuzes en uitvoerbare plannen.
  • Signaleren van risico’s, afhankelijkheden en verbeterkansen binnen de organisatie.
  • Samenwerken met diverse stakeholders binnen bedrijfsvoering, financiën, beleid en informatievoorziening.

Wat vragen wij?

Eisen:

  • Afgeronde masteropleiding in bedrijfskunde, (technische) bestuurskunde, accountancy, economie, strategie of informatievoorziening.
  • Minimaal 7 jaar werkervaring in een financieel-economische functie.
  • Aantoonbare ervaring met het uitdenken, opschrijven en toelichten van financieel-beleidsmatige vraagstukken op bestuurlijk en strategisch niveau.
  • Aantoonbare kennis van en ervaring met het organiseren en inrichten van kennis- en informatiesystematiek.

Aanvullende wensen:

  • Aantoonbare ervaring met advisering op strategisch niveau binnen complexe organisaties.
  • Ervaring met het verbinden van verschillende strategische perspectieven, zoals dienstverlening, informatievoorziening (IV), financiën, organisatieontwikkeling en beleid.
  • Kennis van en ervaring met opgavesturing en organisatiebrede veranderopgaven.
  • Aanvullende opleiding of certificering op het gebied van IV-governance, portfoliomanagement, architectuur en/of financieel management.

Informatie

Start: 9 november 2026.

Duur opdracht: 6 maanden met optie op verlenging van 6 maanden.

Omvang: 32-36 uur per week.

Locatie: Den Haag

Contractvorm: Detachering (niet geschikt voor ZZP), schaal 14
