Omschrijving

Veiligheidsregio Kennemerland (VRK) zet zich met ongeveer 1.400 medewerkers in voor de veiligheid en gezondheid van negen gemeenten. Onder de VRK vallen onder meer de Brandweer, de GGD, Ambulancezorg, Veilig Thuis, Crisisbeheersing en de Meldkamer Noord-Holland.

De afdeling P&O is onderdeel van het Facilitair Bedrijf en telt ongeveer 25 medewerkers. Na ruim tien jaar als zelforganiserend team heeft de VRK gekozen voor een nieuwe organisatiestructuur, waarin een groot deel van P&O wordt aangestuurd door een teamleider. Voor deze overgang zoekt de VRK een ervaren interim teamleider en veranderleider die structuur, rust en richting brengt. Je geeft leiding aan 19 medewerkers, onder wie P&O-adviseurs, P&O-medewerkers, recruitment, een procesadviseur en een functioneel beheerder. Je werkt nauw samen met de manager Facilitair Bedrijf, onder wie de beleidsadviseurs en senior P&O-adviseurs vallen. Samen bouwen jullie aan een P&O-afdeling die betrouwbaar levert en door het management wordt gezien als professionele, tactisch-strategische partner.

Taken en verantwoordelijkheden

  • Leidinggeven aan het team, inclusief eerstelijns personele zorg, teamontwikkeling, prioritering, capaciteit, kwaliteit en resultaten
  • Adviseren over de structurele inrichting en toekomstige aansturing van P&O, resulterend in een advies dat door de relevante stakeholders wordt gedragen
  • Rollen, verantwoordelijkheden, mandaten en besluitvorming binnen P&O verder inrichten en verduidelijken
  • Sturen op gedrag, samenwerking, resultaat en aanspreekbaarheid, met behoud van professionele ruimte
  • Samen met de manager Facilitair Bedrijf de samenhang versterken tussen beleid, senior advies en de overige P&O-disciplines
  • De verbinding tussen P&O en het management versterken
  • Een afdelingsjaarplanning opstellen die richting geeft aan prioriteiten en samenwerking
  • Tactische regie voeren op AFAS en werkprocessen verbeteren en uniformeren

Wat vragen wij?

  • Een afgeronde opleiding op minimaal hbo-bachelorniveau
  • Minimaal vijf jaar ervaring als leidinggevende binnen HR/P&O, waarin je HR-professionals hebt aangestuurd
  • Ervaring met interim- of veranderopdrachten op het gebied van HR-transformatie, teamontwikkeling of organisatieontwikkeling in complexe organisaties
  • Ervaring binnen een publieke of politiek-bestuurlijke organisatie
  • Ervaring met het adviseren van management en directie op tactisch en strategisch niveau
  • Aantoonbare ervaring met het aanbrengen van structuur, rolhelderheid en resultaatgericht werken in professionele teams
  • Politiek-bestuurlijke sensitiviteit, organisatiesensitiviteit, verbindend leiderschap, besluitvaardigheid en veranderkracht
  • Je bent bereid op maandag, dinsdag en donderdag op locatie in Haarlem te werken
  • Je kunt een Verklaring Omtrent het Gedrag (VOG) overleggen

Informatie

Duur van de opdracht: 12 maanden, met mogelijkheid tot verlenging

Locatie: Haarlem (maandag, dinsdag en donderdag op locatie)

Aantal uur per week: 32 uur

Tarief: Max € 8.000 voor 32 uur, inclusief 20% IKB.

Contractvorm: detachering
