This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Manager, Software Development based in United States.

The Manager, Software Development will lead the engineering function responsible for building and delivering a next-generation tolling and intelligent transportation platform. This player-coach role combines people leadership, technical direction, and ownership of the software development lifecycle from planning through release and maintenance. You will work closely with product leadership to translate the roadmap into high-quality software delivered on time and within budget. The role oversees engineering capacity, team development, quality practices, release coordination, and technical execution across multiple concurrent workstreams. The technology environment includes cloud-native, event-driven microservices, modern strongly typed backend languages, TypeScript front ends, GraphQL APIs, and Kubernetes-based deployments. This is an opportunity to shape engineering culture while contributing directly to mission-critical transportation technology.

Accountabilities

  • Lead and continuously improve the Software Development Life Cycle (SDLC), including planning, estimation, development, code review, testing, release, maintenance, and continuous improvement.
  • Establish and measure quarterly goals for direct reports while providing ongoing coaching, mentoring, and career development support.
  • Conduct performance reviews and provide clear, constructive feedback that supports employee growth and accountability.
  • Hire, develop, and retain high-performing engineers while fostering a culture centered on ownership, peer review, collaboration, and continuous improvement.
  • Own engineering capacity planning and staffing in partnership with product leadership, ensuring resources are aligned with roadmap priorities and delivery commitments.
  • Provide hands-on technical leadership for core product initiatives involving cloud-native, event-driven microservices, strongly typed backend services such as Rust or Go, TypeScript front ends, GraphQL APIs, and Kubernetes-based deployments.
  • Partner with product leadership to ensure engineering execution aligns with product priorities, timelines, budgets, and quality expectations.
  • Contribute to proposal development, with particular responsibility for technical response sections and engineering-related content.
  • Coordinate with application services and support teams to ensure effective transitions from development into ongoing systems support.
  • Partner with QA leadership to strengthen quality strategy, testing practices, and engineering processes.
  • Coordinate release management and maintenance activities with operations and maintenance teams.
  • Manage multiple concurrent workstreams while maintaining clear priorities, communication, accountability, and delivery focus.
  • Report to senior product leadership and provide visibility into engineering progress, capacity, risks, and delivery priorities.
  • Hold a bachelor's degree in a relevant field; a master's degree is preferred.
  • Bring at least 5 years of engineering management experience leading software development teams.
  • Have 10+ years of software development experience, including substantial experience managing the SDLC.
  • Demonstrate a strong track record of delivering software projects on time and within budget.
  • Possess a strong technical background in web application development, distributed systems, and cloud technologies.
  • Have familiarity with modern technology stacks such as Rust or Go services, TypeScript front ends, Kubernetes, GraphQL, and event-driven architectures.
  • Demonstrate excellent written and verbal communication skills, with the ability to work effectively across technical, product, operations, and support teams.
  • Bring strong problem-solving skills and the ability to make sound, timely decisions in complex situations.
  • Thrive in a dynamic environment that requires managing multiple priorities and concurrent workstreams.
  • Demonstrate a decisive, proactive, and positive leadership approach with a strong focus on team success.
  • Possess project management skills and the ability to organize engineering work around clear delivery objectives.
  • Experience in tolling, intelligent transportation systems, payments, or other mission-critical transaction environments is considered an advantage.
