Your Role
As Buyer 2 (Export Control), you will source the specialised components our HAUVs depend on and make sure every purchase, import, and export stays compliant with trade control regulations. Many HAUV parts are specialised, long-lead, or controlled, including subsea connectors, thrusters, pressure hull materials, navigation and inspection sensors (such as DVLs, IMUs, sonar, and cameras), PCBs, batteries, and precision-machined parts. Some of these, and our vehicles themselves, may fall under strategic goods and dual-use controls. You will balance cost, lead time, and quality while keeping BeeX compliant as we serve maritime, energy, and defence clients across borders.
Your Job Scope
Purchasing and supplier management
- Source and buy HAUV components, subassemblies, and services based on BOMs, production plans, and engineering requests.
- Request quotations, compare suppliers, negotiate price and lead times, and issue purchase orders.
- Manage suppliers for critical and long-lead items such as subsea connectors, sensors, thrusters, PCBs, machined fittings, and batteries.
- Track open orders, expedite late deliveries, and resolve issues with pricing, quality, or shipments.
- Work with QA on supplier qualification and corrective actions for non-conforming parts.
Export control and trade compliance
- Classify purchased components and BeeX products against applicable control lists, such as Singapore's Strategic Goods Control List, Malaysia's Strategic Trade Act schedules, and the US EAR where relevant.
- Obtain and manage end-user certificates, supplier export licence requirements, and re-export conditions for controlled items.
- Prepare and apply for import, export, and strategic goods permits through Singapore Customs (TradeNet) and Malaysian authorities.
- Screen suppliers, customers, and end users against sanctions and restricted party lists.
- Maintain export control records, classification databases, and audit trails.
- Support internal compliance programmes, training, and audits, and flag compliance risks to management.
Cross-border procurement and logistics
- Coordinate with freight forwarders and customs brokers on international shipments, incoterms, and duties.
- Support movement of parts, vehicles, and equipment between Singapore and Johor Bahru, and for client deployments overseas.
- Work with the Inventory & Logistics Manager on dangerous goods shipments, including lithium batteries.
Systems and reporting
- Keep accurate purchasing and supplier data in our ERP and tracking tools (e.g. Odoo, ClickUp).
- Report on spend, supplier performance, lead times, and compliance status.
Requirements
- Degree or diploma in Supply Chain, Business, Engineering, International Trade, or a related field.
- 2 – 5 years of purchasing experience, preferably in electronics, robotics, marine, aerospace, or defence manufacturing.
- Hands-on experience with export control and customs compliance, including strategic goods permits and TradeNet declarations.
- Understanding of dual-use and strategic goods classification, end-user certificates, and sanctions screening.
- Experience with ERP systems (Odoo is a plus) and strong Excel skills.
- Good negotiation, organisation, and communication skills, and comfortable working with engineers and suppliers.
- High integrity and attention to detail in compliance documentation.
Good to Have
- Knowledge of Malaysia's Strategic Trade Act 2010 and US EAR/ITAR re-export requirements.
- Experience buying technical components such as connectors, sensors, PCBs, or precision-machined parts.
- Trade compliance certifications, such as a Singapore Customs–recognised course or ECoP-related training.
- Experience with Singapore Customs compliance programmes (e.g. STP or TradeFIRST).
- Familiarity with dangerous goods shipping regulations (IATA DGR).
