1、负责海外全品类算力资源的采购全流程管理，涵盖 IDC 机房资源、算力硬件、高速互联配套资源的寻源、商务谈判、框架协议签署及履约交付跟进，保障算力集群建设与业务供给稳定； 2、深耕全球 IDC 资源市场，拓展与维护海外 IDC 供应商资源池，对各区域机房的资源禀赋、服务能力、定价体系进行专业评估，优化供应渠道结构，降低单一供方依赖风险； 3、跟踪全球算力市场供需格局、价格走势与行业动态，开展采购成本分析与全周期成本测算，制定长协与现货组合采购策略，达成成本管控目标；识别跨境交付、地缘政策、合规等供应链风险，制定应对预案； 4、主导跨境采购合同的核心条款谈判，对服务标准、维保、违约赔付、残值处理等关键内容进行专业把控；协同法务、财务、推进跨境结算、外汇等配套工作，保障项目合规落地； 5、对接内部技术、运维、业务团队，拆解算力建设需求，跟进资源交付、上架部署及问题闭环；沉淀采购流程、价格数据库与供应商档案，持续优化采购管理体系。

1、本科及以上学历，供应链管理、国际贸易、计算机、电子信息等相关专业优先； 2、具备 5 年及以上采购 / 供应链相关工作经验，其中至少 2 年海外算力采购实操经验，有完整海外算力项目采购操盘经历； 3、英语可作为商务工作语言，能够独立开展海外供应商会议、合同评审及日常商务沟通； 4、对海外 IDC 资源有深度认知，熟悉主流区域机房的机柜、电力、网络、托管服务等核心指标与定价逻辑，具备独立寻源、评估与商务谈判能力； 5、熟悉国际贸易规则与跨境采购全流程，了解海外算力行业常见的出口管制、数据合规、地缘政策等风险，具备风险识别与实操应对经验； 6、具备大额商务谈判能力，能够主导上亿级海外算力项目的框架协议谈判，对核心商务条款有专业把控力； 7、具备较强的成本意识与数据分析能力，结果导向，抗压能力强，可适配跨时区沟通与项目突发问题处理，具备良好的跨部门协同能力。
